Kids get school buses in NewYork City?

Apparently the school bus drivers are on strike.  Long article on the issue here.
Question.  Why not have the kids ride the subway to school?  I rode public transportation to grade school in Framingham MA.  Surely street smart NY kids can manage the subway.   Settle the strike by eliminating the school bus service.

Hi Dave,

For the most part students either take the subway or walk.

From what I gather in the article they provide bus service to 152,000 students, 14% of the 1.1 million students enrolled in public schools.

Out of the 152,000 students, 36% suffer from disabilities that prevent them from safely navigating the subway. I'd hazard a guess that the non-disabled students that get bus service live more than a mile from their school.

It is a scummy thing to use kids as a bargaining chip.
